City of Cape Town indigent support
Free basic water, electricity, and property rates rebates for households that qualify.
Who it can help
• Low-income households
• Pensioners
• People who inherited a property and cannot pay the rates
How to apply
1. Download the City’s indigent / rates relief form from the City of Cape Town portal.
2. Fill it in and attach the documents they list (ID, proof of income, proof you live there).
3. Email the pack to indigent.relief@capetown.gov.za
4. Or take it to a City walk-in centre and ask for a reference number so you can track it.
